Now the fun part of making it animated.....
File > Open > Find the blinkie you have just saved in PSP and open.
Right Click on your image and go to View Animation.......If you are happy with
the speed of the animation you can close the animation window.....your speed should
be set at 10, that is the setting I use for blinkies
Go To Animation > Resize Animation with the following settings > OK
File > Optimization Wizard > with the following settings
Next
On the next page Click the customize button
Under the colour Tab use these settings
Under the Optimization Tab use these settings
Then keep clicking NEXT till you come to Finish.
File > Save As > This time call your blinkie" Finished Blinkie" in GIF Format
Your Finished image should be something like this
